After graduating from University College London in 1994 with a BSc (Hons) in Architecture, Planning & Building, Frank began his career as a Project Manager for Stirling International – Rodio Construction, working on landmark infrastructure projects including the Alexandria Library in Egypt and Thornhill Power Station in the UK. His early experience integrating technical systems into large-scale projects shaped his approach to technology and project delivery.
In 1998, Frank founded DMI27 (Di Mauro Investments Ltd), originally a web development company that evolved into a full-service IT consultancy. Over more than two decades, DMI27 has delivered projects for clients across the UK, Europe, and the Middle East — including Beltone Financial, Orascom, BP, Pfizer, and AstraZeneca. Frank has led the design and implementation of secure IT infrastructures, enterprise web systems, and cloud-based solutions, managing recruitment, technical leadership, and long-term digital strategy for corporate clients across multiple sectors.
Building on this foundation, Frank co-founded Live IT Group Ltd in 2013, a SaaS ticketing platform for live events. As COO and CFO, he oversaw product architecture, Agile development, and financial strategy, guiding the platform from concept to market.
In 2018, Frank founded HaYa Chat, an anonymous communication platform originally designed for whistleblowers. Acting as both CTO and Project Lead, he managed the end-to-end technical architecture, development lifecycle, and deployment — working with organisations such as The Financial Times and Politico to deliver a secure, scalable platform for confidential communication.
Alongside his ventures, Frank has served as Fractional CTO for several organisations, including The-BlindSpot.com (financial news) and Parrhesia.org.uk (a UK think tank), establishing technical infrastructure, digital workflows, and operational systems to support content and research teams.
